Shah, who was born in Sehwan Sharif in the Jamshoro district, works as a civil engineer for the Water and Power Development Authority. He joined the organisation as an engineer following his graduation from NED University.

He began working as an executive engineer for the Port Qasim Authority before moving to the US to attend Stanford University to study structural and economic engineering.

He was a director of the Fish Harbour Authority as well.

When the PPP chose to unseat Syed Qaim Ali Shah in 2016, he was elected as chief minister for the first time. He has served the province as the minister of finance, electricity, and irrigation before taking office as chief minister.

Due to his mixed nationality, he was deemed unable to run in the general elections of 2013. Subsequently, he gave up his Canadian citizenship. Following a court’s approval, he competed in a by-election and was elected back to the Sindh Assembly.
